ABOUT  VICTORIA MENG


A professional with a unique academic foundation in both medical science and law from institutions in Europe, the US, and Hong Kong, Ms. Meng brings a powerful combination of skills. Her international background fosters an inclusive, cross-cultural perspective, while her medical training provides the framework for her rigorous analysis and precision.


Ms. Meng represented corporate clients in government-led project acquisition negotiations, delivering legal analysis, preparing documentation, and advocating for them in meetings. She also managed the legal due diligence for a major power acquisition project, assessing the target company's regulatory compliance, land use rights, environmental impact, and corporate governance.


Ms. Meng played a key role in corporate bankruptcy litigation and commercial dispute resolution, where she drafted case briefs, organized evidence, and participated in settlement discussions. Her work also involved authoring detailed legal memoranda on complex issues within the PRC Civil Code, Enterprise Bankruptcy Law, and Arbitration Law. While a Research Assistant at a firm handling Anti-Money Laundering and Countering Financing of Terrorism matters, Ms. Meng researched, analyzed, and drafted summaries of laws, cases and regulations in the U.S. and in eight other common law jurisdictions that pertain to a proposed rulemaking on investment advisors in the field of anti-money laundering and countering financing of terrorism. 


Ms. Meng with extensive hands-on experience in business operations and management, gives her exceptional insight into corporate transactions. For more than a decade she directed and oversaw all key aspects of a company’s operations—from identifying and evaluating business opportunities, recruiting and leading teams, to monitoring finances and coordinating with governmental and corporate partners. This deep operational background enables her to see through complex deal structures, anticipate M&A considerations, and understand client needs with precision. She is adept at capturing pain points, thinking comprehensively, and delivering efficient, practical solutions that align with business realities.
